- Requested Two Class Action Investigations:
Against the BACB and ABAI – For institutional negligence and complicity in harm, including:
Failure to update training and credentialing standards to protect patients from coercive or trauma-inducing practices.
Removal of explicit anti-coercion guidelines from ethical codes, despite emerging research (e.g., published findings of elevated PTSD symptoms in individuals exposed to ABA).
Continued endorsement of vague, exploitable ethical language that permits harm.
Target Autistic traits as “deficits” or “problems” to eliminate rather than differences to support.
Trace directly to the work of Ivar Lovaas, who not only developed ABA for Autistic children but also applied the same techniques to create now-banned gay conversion therapy—revealing the underlying framework of identity erasure and behavioral compliance at any cost.
This includes DTT -> PRT, as Koegel worked with Lovaas while developing DTT. Ergo, the “therapeutic target” is the same regarding targeting Autistic traits and compliance, i.e., interventions only appear different, but are still coercive and anti-neurodiversity.
- Filed IRS Form 13909 for JRC and for ABAI for misappropriation of donations and federal funding sources (Medicaid), and lack of required disclosures.
- Contacted AZ State Representatives to Request Investigation into Misappropriation of Medicaid Funds by JRC to Maintain Access to the GED Torture Device

-Submitted FBI Hate Crimes tip to investigate bad actors (JRC, ABAI, BACB, GAIS, Centria Autism) who have colluded to systematically target suppression of Autistic people and traits through behavior modification.
-Submitted Complaint to the International Criminal Court against the USA for Federally-Funded Torture Targeted Specifically at Autistics throughout the United States

ASAN (Autistic Self Advocacy Network) is a respected leader in policy advocacy and the fight for autistic rights and inclusion. ASASN (Alliance for Subversion Against Suppression of Autonomy & Neurodivergence) is a new, independent group supporting peer-led education and practical support for resisting coercive practices. While ASAN is working to create systemic change, ASASN is going to be offering strategies and solidarity for everyday empowerment and self-protection. Both organizations share a commitment to neurodivergent autonomy and dignity, working in different ways toward the same goal: a world where neurodivergent people can thrive on their own terms. ASASN’s focus is on sharing strategies and tools for autonomy and resistance, always working with the community, not for or to them.

Contact your State Representatives and Send the Following Message:
I urge you to take immediate action to enforce 42 U.S.C. § 1396a(a)(68) against the Judge Rotenberg Center (JRC), which uses federal Medicaid funds to administer electric shocks condemned as torture by the United Nations. This device is ONLY used at one center in the world, specifically targeting Autistic juveniles (some non-vocal), and Medicaid is sponsoring it. They will be promoting its use at the ABAI conference in DC this month to promote its use to behavior analysts.
Key Issues:
Medicaid-Funded Abuse: JRC bills Medicaid for "therapy" using GED devices, violating federal prohibitions on funding abusive practices.
Improper use of Medicaid funding to lobby and litigate to maintain their use of the GED torture device in the United States of America.
Whistleblower Retaliation: Staff reporting abuse face retaliation, breaching § 1396a(a)(68)(C).
State Complicity: Massachusetts and other states circumvent CMS restrictions by using state Medicaid funds.
Requests:
Audit JRC’s Compliance: Direct CMS to investigate JRC’s adherence to § 1396a(a)(68) and revoke Medicaid eligibility if violations are found.
Legislative Fixes: Close loopholes allowing states to fund JRC with Medicaid dollars.
Public Hearings: Convene the House Energy & Commerce Committee to scrutinize JRC’s federal funding.

JRC thinks they will get away with promoting the use of torture devices on disabled juveniles while in the District of Columbia at the May 2025 ABAI conference. They make over 100M in revenue each year (Their revenue doubled in the last 10 years!), over 90% of which is Medicaid funding, so our taxes are paying for the torture of Autistics. Show up and show out!
